The Thesis for a Candidate of Science Degree (Public Administration) by
Speciality 25.00.05 – management of Specific Sector of Public
Administration: Management of Education. – Ukrainian Academy of Public

The thesis is devoted to the problems of the new trend in the education
management in the Ukraine at the stage of the market relations forming –
the administration of the non-state higher school and contains the
development of the conception of higher school reformation of the
Ukraine in the part referred to the administration of the higher school
system of non-state forms of property.

It was realised the scientific investigation of the formation and
development of the Administration system of the higher schools of the
non-state form of property.

It was analysed the normative-legal support, the content and forms of
Administration of the of the higher schools system of the non-state form
of property. It was investigated the system of the non-state higher
schools as the component of the higher education in the Ukraine.

It was revealed the tendency of the non-state component integration into
the traditional system of the higher education.

The basic methodological principles of the organisation of investigation
of the Administration problems of the higher schools of the non-state
form of property were elaborated and motivated.

It was motivated the contend of directive resolutions, aimed at the
realisation of the normative-legal, coordinations and control functions
of the Administration of such higher school.

It was verified the content of the principal notions of the
investigation object “ non-state higher school”, “private higher
school”, “alternative higher school”.

It was propounded and elaborated the idea about the necessity of the
deep and objective study and the adoption into the practice of the
achievements of the Ukrainian people and of the experience of the
non-state higher school organisation in the foreign countries under the
reformation of the Administration System of the higher education in the
Ukraine.

It was generalised the experience of the non-state higher school
organisation in foreign educational systems useful for the use in the
practice of the administration of higher schools in the Ukraine.

The functions of State administration of the non-state higher school are
distinguished.

The state administration properties of the higher schools system of the
non-state form of property in the Ukraine at the stage of the market
relations forming are revealed.

The basic results of the work are adopted during the elaboration of the
proposals to the project of the Law of the Ukraine “About the higher
education.

It was recommended the creation of the really new structures at the
Education ministry of the Ukraine and the attraction of the higher
schools Association of the Ukraine to the process of the licence and
accreditation.
