(on the example of timber resources). Manuscript.

Institute for economic research under the Ministry of Economics of
Ukraine, Kyiv, 1999.

Dissertation is devoted to issues of timber resources extended
reproduction regulation system formation for the transition to market
management methods.

An importance of forestry essentially grew up with forests ability to
renew environment components (soils, water, air) optimal conditions and
to meet requirements in timber resources and forest services within
ecological crisis under Ukraine’s independence.

Traditionally in the past our country satisfied a demand for timber
produced inside only by one third, and the rest of timber was delivered
from other republics of former Soviet Union for granted. Now such
deliveries require settlements by world prices and lifting the
production level up to volumes of 1990 with old tendencies of demand
satisfaction being unchanged will face our state to buy almost 22 mln.
m3 of timber resources annually.

The aim of forestry management was determined on the basis of
forest-as-capital doctrine which can create a supplementary consuming
value in order to satisfy forestry effective functioning, concerning
society’s demand for timber resources, timber-based goods and forest
services satisfaction mainly by own production.

The forestry and timber industry economic situation analysis,
intensification of extended reproduction considered aspects proved the
increasing potential existance of territory timber reserves and receipt
of supplementary timber resources by means of forestry reproduction,
management in protective forests reorientation on
industrially-operational base, plantational growing of timber
organization by means of forest productivity increasing, bioweight
timber fund complete use, timber effective utilization during industrial
processing.

Successful application of market mechanisms in forestry requires
implementation of concept principles in which current timber additional
growth is taken for final forestry product, as a subject of accounting
and valuation. This conception can be applied for both separate
production units irrespective of their structural homogeneity and for
economy sector as a whole. It is mostly corresponds to market
management methods, because of the most full finished good description,
allowing optimal supply and concrete consumers demand determination.

The concept of forestry development has been worked up in order to
arrange extended reproduction of timber resources. It includes not only
technological methods of production intensification but also reforming
of normatively-legal insurance, economic methods of timber base
increasing regulation and progressive world directions: forestry
management by aditional timber growth and age classes with targeted
indexes acheivment.

The calculation of reorganization economic efficiency is based on
discounting method. It allows to compute net present (starting rotation
cut period) value (NPV) of the project, comparing all revenues and
expenditures in time. The calculation of timber growing project internal
rate of return (IRR) proved its profitability with any discount rate,
that is throughover the production cycle the sum of discounted
expenditures will be less than the sum of discounted revenues. This is
due to the including to production cycle revenues from existing timber
cut at the beginning of the project.

The parameters system has been worked up for timber resources extended
reproduction efficieny defenition, based on general methodical
principles including expenditures economic nature in forestry. Such
approach will allow to regulate effectively rates and ratios branch
development in the general process of the extended reproduction. The
system orients specific enterprises and forestry in general at main task
fulfilment – production of concrete consuming and necessary values for
society’s needs satisfaction.

Forestry functioning is aimed at timber goods needs satisfaction and
because of ecologizational actuality of economic activities and forest
priority in this problem solution – at forest unique opportunities
concerning social and ecological vitality parametres increasing. That is
why economic measures efficiency evaluation together with economic
parametres, should be provided with ecological and social ones.

Forest resources reproduction optimization based on multi-purpose timber
growing, oriented at maximal forest productivity in rotation cut and
total utility of influence on environment is an equivavalent of all
forest functions optimal values comparison. Optimizational criterion can
be an equivalent of total integrated forest utility from the point of
complex approach. Thus the timber resources extended reproduction model
of integrated effect has been worked out. The parametres were included
to the model as ratios reflecting ecological and social value of
forestry goods and services.
