The thesis is devoted to the investigation of the formation of the program contents for state employees' problem of skill improvement. The role and the place of this problem in the formation of staff potential are found out, its essence is also established, it has been analysed the existent tendencies as for definition of skill improvement of contents in the context of socio-psychological aspect and kinds of state employees' competence. Complex methods of socio-psychological investigation of necessity in state employees' education, psychological essence of their actual kinds of competence are elaborated too. The methods of the choice of employees' skill improvement program's optimal essence according to the given criterium of the necessity of this or that element of socio-psychological competence has been worked out. The adequate course program has been elaborated and passed approbation.
