The problems of economy in transition are of very high importance from
the point of view of making respective decisions, and implementing them
into life. Normally economic theories tried to explain the facts from
business life on micro- and macroeconomic level, and to develop
recommendations for the future. The main distinctive feature of the
theory of transition economy is that decisions based on the theory are
to be used in practice immediately. The experience of newly formed
states on the basis of the former soviet republics shows that delay in
making decisions or making a wrong decision results in a high or very
high losses for a country. As an example of a wrong decision making can
be mentioned the process of so called small privatisation that was
expected to generate several billion grivnas for the Ukrainian budget.
However, the result achieved was too modest in comparison to
expectations. And the reason of the failure is first of all in
inadequate approaches to implementation of the privatisation process. It
was done in a pure administrative (soviet) way without any attempt to
hire scientific approach. The work includes a thorough analysis of the
economic situation that has been formed in Ukraine within the last 7-8
years. The reasons for the general economic failure are revealed on the
basis of system approach to the analysis, and some recommendations are
suggested to improve the situation in the spheres of production, banking
system, and social protection of citizens. These problems are considered
in the first chapter, and in chapter 2 the model of transition from the
command-and-administrative system to market relations is proposed that
is based on the utility functions analysis.

Chapter 3 is dedicated to the analysis and modelling of the
privatisation process which is in the centre of the whole transition
period. The reason is that the problem of property has always been the
focus point of economic and political struggle for any regime.
Mathematical model of privatisation process is proposed in the form of a
set of ordinary differential equations that allow to describe
production, level of employment, and volume of income due to sale of
state owned enterprises. The model is used to perform the problem
statement for optimal control problem where privatisation rate is
considered as an input control variable. The output variables are volume
of production, and total employment in three groups of enterprises:
state owned, the enterprises that had been privatised prior the period
of time considered, and the firms that are in the process of transition
from state to private ownership.

Computer simulation of the optimal control problem has been performed
with various initial conditions that showed possibilities for multiple
choice to implement the process mentioned. It was shown that some
initial conditions lead to optimal time path of the privatisation
process. In other cases it is impossible to achieve optimality due too
high rate of privatisation resulting in too high unemployment level, and
in other cases the problem is in impossibility to fulfil the process
within given period of time. The simulation performed showed how
sophisticated is the situation with the process of privatisation, and
how much care should be taken to perform the process in a proper way.
The results received have been used to construct respective decision
making support system.

Using difference equation approach, the model for inflation has been
constructed with application of recursive least squares estimation
techniques to find parameter estimates. Solution of the equation is used
to determine asymtotic behavior of the process, and for short-term
prediction of inflation. Good prediction results with a small prediction
error (abot 8%) have been achieved for one-step ahead prediction.
However, the possibility exists for multi-step prediction with slightly
growing error of prediction.

All results of the research have been used to implement decision making
support system intended for commercial use. It was demanded by
industrial enterprises in Ukraine, and introduced for training in the
computer modelling laboratory at the National technical University of
Ukraine Kyiv Polytechnic Institute, and at the Kherson State Technical
University.

It is obvious that it is necessary to continue the work in the future
in the directions shown in this work, and a substantial research should
be carried out in order to create more general mathematical models
including the whole macroeconomy of a state. Such a model would help to
make appropriate decisions at various levels (hopefully to avoid rough
mistakes), and first of all at the top administrative level where the
most crucial decisions are made. Also time series based models in the
form of autoregression and autoregression moving average equations that
exhibit higher quantitative qualities should be hired on the purpose of
stochastic processes modelling, prediction and control in conditions of
high uncertainties. Some promising preliminary results of modelling high
dynamics processes have been received with application of conditional
heteroscedastic models.
